Collective bargaining is key to quality jobs, fair wages, and decent working conditions. However, over the past two decades, collective bargaining coverage across the EU has steadily declined.![]()
✍️ ⏳️ The EU Directive on Adequate Minimum Wages requires Member States with coverage below 80% to adopt national action plans. The deadline for the establishment of the action plan was the end of 2025, yet only 9 of the 18 countries have submitted their action plans. ![]()
🗓️ Three months after the submission deadline, this event will:
✔️ Take stock of recent developments
✔️ Discuss how EU-level measures can better support national implementation
✔️ Explore concrete measures to progressively increase collective bargaining coverage![]()
📖 The discussion will draw on recent ETUI research, including the report 'Here Comes the Sun', which analyses the implementation and political impact of the EU Directive on Adequate Minimum Wages — the first EU legislation explicitly promoting stronger minimum wage protection and collective bargaining.
